Very much agree that the decisive shift is from platforms to networks and that the human edge remains. The underwater battlespace makes this particularly clear. Multibeam and synthetic-aperture sonar, passive acoustics, magnetometers and autonomous vehicles can already generate an extraordinarily detailed and persistent picture.
But a network can be rich in data and poor in understanding. Hydrographers, oceanographers and experienced survey operators are still needed to establish baselines, identify meaningful change, account for environmental variability and turn observations into evidence on which commanders can act.
The recruitment and training question may therefore extend beyond uniformed sailors. A genuinely Hybrid Navy may require a hybrid workforce: regular personnel supported by the RFA, commercial survey operators, academia and an RNVR-style reserve of specialist maritime expertise. Otherwise, digital mass risks giving us more collection without necessarily giving us greater understanding.

Technology can generate persistent awareness, but interpreting that information remains a human endeavour. I also think your point about a hybrid workforce is an important one.
If the Royal Navy is becoming a hybrid fleet, then perhaps we also need to think about a hybrid talent model, bringing together operational experience, scientific expertise and commercial capability. The challenge, as always, is integrating them into a coherent fighting force rather than simply assembling more data.
So, I agree this is the direction, and most major navies are moving this way. My only concern is with the mix of ships, i.e. manned vs unmanned. This version of the plan feels too thin on the manned side of the equation.
